Software may help predict cholera outbreaks

New software under development aims to stop history from repeating itself by using old news and related data to warn of pending trouble in time to take corrective action.

The system could, for example, help international aid agencies assess the likelihood of a cholera outbreak in time to treat a population with a limited-duration cholera vaccine, explained Kira Radinsky, a researcher at Technion-Israel Institute.

?We?ve engaged with experts in the public health field who study cholera and we?re hopeful that systems stemming from this research might be useful one day for early warning about this disease and others,? she told NBC News via email.

Radinsky is developing the software in collaboration with Eric Horvitz at Microsoft Research in Redmond, Wash., as part of their exploratory efforts on ways to predict the future based on past information.

The researchers built their predictive model based on more than 20 years of historical news data from the New York Times. It examines past events with similar outcomes.

The software, which is nameless for now, also incorporates related contextual information pulled from LinkedData, a project that finds connections between hundreds of resources such as Wikipedia.

The combination allows the software to extrapolate from news of a cholera outbreak in Angola, for example, to predict a similar outbreak in Rwanda.

?Rather than be limited to the data about the details of an African country where a sequence of events and outcomes occur, the system learns to consider ?African country with certain level of GDP X, cities with population of Y, and geographical features Z,?? Radinsky explained.

When tested on historical data, the system?s warnings of disease outbreaks, violence, and other events were between 70 and 90 percent accurate, according to MIT?s Technology Review.

?We are continuing to refine the approach and one day can imagine making a descendent system available to international aid agencies and to the public in general,? Radinsky told NBC News.

Hundreds of pets left unclaimed at Sandy shelter, which is closing ...

A temporary Brooklyn pet shelter that opened to help care for animals displaced by Superstorm Sandy now wants owners to pick up their pets.

The ASPCA says the shelter, which housed more than 280 pets, will soon be closing its doors for good.

But only half of the owners have come to claim their pets.

The ASPCA wants owners to either go to the shelter or call their hotline.

Ontario government imposes new contracts on teachers

TORONTO (Reuters) - Ontario's government said on Thursday it will impose labor contracts on tens of thousands of teachers in Canada's most populous province as part of its controversial push to reduce a large budget deficit.

Education Minister Laurel Broten announced contract terms covering some 130,000 teachers that included a broad wage freeze, a reduction in the number of sick days and limits on the number of sick days teachers are allowed to cash out when they retire.

Ontario's Liberal government, which holds only a minority of seats in the provincial parliament, managed to reach tough new deals with other teacher groups and its doctors but failed to come to terms with the larger group of elementary and secondary school teachers.

The showdown led many teachers to drop extracurricular activities and take other job action such as one-day strikes.

The new deal will save the province C$250 million ($253.79 million) in 2012-13 and C$540 million in 2013-14, the government said in a statement. In addition, the government will realize one time savings of C$1.1 billion from changes to the sick day policy.

The new contracts will expire in August, 2014.

Ontario Premier Dalton McGuinty, who announced late last year that he would resign once the Liberals elect a new leader in January, pledged last March that the government would reduce its C$14 billion deficit by holding the line on public sector wages.

The government passed a law last fall covering its public sector workers that froze wages, cut sick days and limited their right to strike. The legislation, which sparked furious opposition from labor groups, set the bargaining deadline for last December 31.

Ontario's teachers are among the highest paid in Canada, a country where educators rank as some of the best compensated in the world.

Credit rating agencies have repeatedly warned Ontario that tackling its deficit would require tough austerity measures.

Healthcare and education make up about 70 percent of Ontario's spending, with wages and fees accounting for more than half of the expenses.

Stay cool this summer and impress your friends (and creditors) at the same time with this fabulously expensive and enormous air conditioning unit from LG. It looks like a cross between a Xbox 360 and a Dalek, and it costs tens of thousands of dollars.

LG's?Whisen series of AC units, announced Wednesday, is unquestionably the top of the line. You can control it by voice from up to 16 feet?away, and you won't even have to yell, since it's low-power and quiet. Or use your smartphone to check its status and turn it on while you drive home.

It's equipped with an infrared sensor that counts the number of people in the room and adjusts the fans, or simply tuns on or off when someone enters. And there's a normal camera as well, which you can access remotely to check on the cats or watch for burglars ? that is, if neither is?scared off by the towering robot in the living room.

Of course, it cools the air as well, and LG claims it does so faster than any other unit in its class by intelligently blowing the?coldest air in the directions that need it. And it does this with 72 percent less power than competing products, according to them.

The catch? Pricing starts at about $23,000 and runs all the way up to $50,000 for the fully-equipped "Champion style" model. For that price, you could hire someone?full time?to follow you around and fan you with banana leaves.
