TCA: Billy Bob Thornton joins FX's 'Fargo' as a new character

NEW YORK (TheWrap.com) - Billy Bob Thornton has signed on to FX's new "Fargo" adaptation, which will feature all new characters, network CEO John Landgraf announced Friday.

Landgraf said at the Television Critics Association summer press tour that the new, 10-episode limited series won't feature any characters derived from the film. In place of Frances McDormand's pregnant sheriff, the show will feature a young female deputy in her 20s.

Still, he said, the new film is "remarkably true" to Joel and Ethan Coen's 1996 film. Rather than give notes on Noah Hawley's script, the brothers wrote half a dozen pages, including dialogue suggestions.

"The quality of the 'Fargo' scripts is extraordinary," said Landgraf said.

Landgraf also said the story of the characters ends during the 10 episodes, so if the show returns for another run it would have to be with new characters.

Filming starts in the fall, and the show is expected to air in the spring.

It is executive produced by Hawley, the Coen brothers, and Warren Littlefield. Berstein, who is represented by ICM Partners, will also executive produce the premiere. Adam Bernstein will direct the premiere, and FX Productions and MGM Television produce.

The film "Fargo" was nominated for seven Academy Awards. The Coens won for Best Original Screenplay and McDormand won for Best Actress. It was named as one of the 100 Greatest American Movies by the American Film Institute.

Bulgarian President Vows Justice after Deadly Coal Mine Collapse

Bulgarian president Rosen Plevneliev has assured that the officials responsible for the tragic incident in the collapsed Oranovo coal mine in Southwestern Bulgaria, will be brought to justice.

?I believe that the ones liable for the tragedy in the coal mine ?Oranovo? will be held responsible?, the Bulgarian president told reporters.

?I believe that the investigation undertaken will resolve the reasons for the accident and if it is found out that the reasons are absence of adequate control and poor safety standards, the officials liable for that will be held responsible?, assured the president Plevneliev.

The president emphasized his admiration for the actions of the rescue teams who rendered aid to victims of the accident.

?They turned out to be an extraordinary example of commitment and heroism and they got the appreciation and the respect from the whole country?, he said.

The president expressed his condolences for the victims.

On July 16, a fatal collapse at the mine Oranovo killed 2 miners (Asen Stoynev, 41, and Hristo Mladenov, 45) and left 2 others (Ivan Lazarov, 35, and Nikolay Mihaylov, 42) trapped 450 meters below the surface underneath an avalanche of mud, rocks and water.

The dead bodies of Lazarov and Mihaylov were discovered Friday morning after an 18-day search.

On Thursday, one miner passed away inside the mine from a heart attack.

The deadly rockfall on July 16 was the fourth major accident in eight years at the mine.
The mine is located about 2 km from the town of Simitli, which declared 3-day mourning.

Anthony Weiner tells NBC 4 New York he is "100 percent not" having any type of online relationships with anyone now, and says for the first time he has not kept any records of his past lewd affairs.

"I don't have any of the records," Weiner said in an interview Friday. "I deleted everything."

A woman came forward last month with explicit photos of Weiner and messages from him, revealing that the married mayoral candidate's affairs had continued long after he resigned from Congress in 2011. Since then, the embattled Democrat has sought to turn the conversation back to the day-to-day issues of campaigning.

He has been trailed at every appearance by reporters and photographers, and gave a series of interviews Friday in what appeared to be an attempt to close the door on the conversation.?

During his 15 minutes with NBC 4 New York, he grew weary of the topic, insisting at one point that the details of his illicit affairs, which he says ended about a year ago, didn't matter.

"The behavior that people know about, I did, over an extended period of time, with more than one person," Weiner said. "I just think at a certain point, OK, I think people know these embarrassing things about me. I think at a certain point now we have to have a conversation that goes to, alright, what else should people know?"

Weiner also dismissed the idea that Hillary Rodham Clinton, his wife's longtime boss, might be displeased with him.

He said he had not spoken with either of the Clintons recently.

"I have no reason to believe she's annoyed," he said.

As he has before, Weiner acknowledged that not all the details about his past affairs are known.?When asked whether more women will come forward between now and the Sept. 10 primary, he said:

"I don't know, I hope not. I certainly don't like talking about this stuff," he said.

He went on to say he did not even like engaging in the relationships when he was in the midst of it.

"I didn't like when I was doing it, it was wrong to do, it was wrong to my wife, wrong period," he said.

Georgia to restore monument to Stalin

TBILISI, Georgia (AP) ? Georgia's Culture Ministry says that a monument to Soviet dictator and native son Josef Stalin taken down three years ago will be restored.

The ministry's spokeswoman, Elena Samkharadze, said Tuesday that the monument in Stalin's birthplace of Gori will be restored by Dec. 21, his birthdate.

The statue was torn down in 2010 amid a crackdown on Soviet-era monuments launched by pro-Western President Mikhail Saakashvili.

Its restoration is part of a rollback of Saakashvili's legacy after last fall's parliamentary vote that his party lost to a coalition headed by Russia-friendly billionaire Bidzina Ivanishvili, who became the prime minister.

Saakashvili's presidential term does not end until October, but his authority has been further weakened by a constitutional reform that has shifted powers from the presidency to Parliament and the prime minister.

Florida State TE Nick O?Leary survives horrific motorcycle crash (Video)

Nick-Oleary-motorcycle-crashFlorida State tight end Nick O?Leary, who happens to be the grandson of legendary golfer Jack Nicklaus, was involved in a horrifying motorcycle crash recently in Tallahassee. Because it happened to occur right in front of a public transportation bus, the entire thing was caught on camera.

TomoaawkNation.com obtained a copy of the accident report on Wednesday, which stated that a Lexus pulled out in front of O?Leary?s motorcycle and violated his right of way. As you can see, the motorcycle hit the front of the car before slamming into and shattering the windshield of the nearby bus. Somehow, the junior was able to walk away from the accident.

Florida State head coach Jimbo Fisher mentioned the crash earlier this month at a press conference, stating that O?Leary ?wrecked that daggone scooter and was banged up for about a month.? The accident took place in late May.

Obviously, O?Leary is fortunate to be alive. It?s amazing to hear that he avoided serious injury when you see the damage that was done to the motorcycle, car and bus. As a scandal with this famous college head coach taught us, motorcycles can be incredibly dangerous ? especially for high-profile athletes and coaches.

GATX Misses Earnings, Revs (revised)

GATX Corporation (GMT), a leader in leasing transportation assets, reported adjusted second-quarter 2013 earnings of 68 cents per share, missing the Zacks Consensus Estimate of 85 cents. The earnings reflected 15% deterioration from 80 cents reported in the year-ago quarter.

Adjusted earnings for the second quarter excluded the unfavorable impacts of benefits from tax adjustments and other items of $3 million (6 cents per share).

Revenues increased 4.9% year over year to $338.9 million but missed the Zacks Consensus Estimate of $344 million. Operating Profits decreased to $57.4 million from $62.9 million in the year-ago quarter. Total operating expenses (including ownership cost, and other costs and expenses) increased to $281.5 million from $260.2 million in the year-ago quarter.

Segment Results

Profit from the Rail North America segment decreased to $48.2 million in the reported quarter from $53.2 million in the year-ago quarter.

GATX? Lease Price Index (LPI) improved substantially to 36% from 23.9% in the year-ago quarter. Further, the term of lease renewals decreased to 58 months from 59 months in the comparable quarter last year.

The North American fleet totaled approximately 111,000 cars compared with 109,187 cars at the end of second-quarter 2012. Fleet utilization decreased to 98.2% from 98.3% in the year-ago quarter.

Adjusted profit from the Rail International segment was $24.4 million, up from a loss of $3.6 million in the year-ago quarter. Adjusted income excluded the impact of $3.3 million and $16.3 million related to both positive and negative pre-tax adjustment and other items for second-quarter 2013 and 2012, respectively. The European wholly owned tank car fleet totaled approximately 22,000 compared to 21,209 in the year-ago quarter. Fleet utilization was 95.8% versus 96.3% in the year-earlier quarter.

Profit from Portfolio Management was $17.3 million compared with $14.6 million in the year-ago quarter. The segment currently comprises approximately $828 million of owned assets (including on and off balance sheet assets) and third-party managed portfolios of approximately $129.1 million.

Profit from the American Steamship Company (:ASC) segment was $10.1 million compared with $14 million in the year-ago quarter.

The company exited the second quarter with cash and cash equivalents of $96.7 million compared with $234.2 million in 2012.

Guidance

GATX raises its full-year 2013 earnings estimates at $3.20 to $3.30 per share.

Our Analysis

We expect market fundamentals to continue to improve in 2013, supporting higher lease rates, carloads, increased asset utilization and remarketing opportunities. The company remains focused on expanding its asset base to enhance its long-term performance.? Further, the tie-up with Rolls Royce is also generating strong results, strengthening GATX?s competitive position against rivals.

The company currently retains a Zacks #3 (Hold).

Other Stocks to Consider

Other stocks worth considering within the sector are Westinghouse Air Brake Technologies Corporation (WAB), Trinity Industries Inc. (TRN) and The Greenbrier Companies, Inc. (GBX). Westinghouse has a Zacks Rank #2 (Buy) while the other two stocks have a Zacks Rank #3 (Hold).

Explosion Reported In Chinatown, New York - Business Insider

The New York Fire Department responded to a possible building explosion?and fire in New York City's Chinatown today.

According to Reuters, 10 people were injured in the incident, including two firefighters. Four of those hurt were injured seriously.

The building is on Pike Street, according to a ABC 7. A fire broke out on the first floor, which might have been under construction. The first floor of the building houses businesses and apartments are on the floors above.

It is currently unclear what caused the fire, though there have been local reports of a gas leak.

Ingredients

Preparation

Preheat the oven to 350?F.

Combine the cereal and 2 tablespoons of the sugar in a food processor and process until finely crushed. Add the butter and process until blended. Press into the bottom of a 9-inch spring-form pan coated with cooking spray. Bake for 10 minutes. Let cool. Reduce oven temperature to 300?F.

In a large mixing bowl, beat the cream cheese with an electric mixer on medium speed until fluffy. Beat in the remaining 1-1/4 cups sugar, the flour, and apple pie spice at low speed just until smooth. Add the eggs, one at a time, beating after each addition just until blended. Stir in the apple juice concentrate. Pour into the crust.

Bake at 300?F for 1 hour, or until the edges are firm but the center jiggles slightly. Turn off the oven and leave the cheesecake in the oven for 30 minutes. Remove and let cool completely on a wire rack. Cover and refrigerate overnight.

(AP) ? A former Syrian political prisoner with close links to Saudi Arabia was picked Saturday to lead Syria's main Western-backed opposition group, filling a post long vacant due to divisions among President Bashar Assad's opponents.

Inside Syria, government troops advanced into rebel-held areas of the central city of Homs, pushing into a heavily contested neighborhood after pummeling it with artillery that drove out opposition fighters, an activist said.

The election of Ahmad al-Jarba as the head of the Syrian National Coalition came during a meeting in Turkey in what was the second attempt in recent months by Assad's opponents to unify their ranks.

The opposition bloc is primarily composed of exiled politicians with little support among Syrians back home who are trying to survive the third summer of conflict that has killed more than 93,000 people and forced millions to flee their homes.

Al-Jarba's election suggests the opposition is trying to unite despite its differences after Assad's forces gained ground last month in and around the strategic town of Qusair near the border with Lebanon.

It also underscored the rivalry between Saudi Arabia and Qatar who are vying for influence among the Sunni-dominated Syrian opposition. Both have been prominent backers of forces struggling to oust Assad.

The Saudi-backed al-Jarba won 55 votes, edging out Qatar-endorsed businessman Mustafa Sabbagh who got 52 votes, according to a statement from the 114-member SNC in Istanbul, where many of Syrian opposition figures are based. The SNC statement did not say who the remaining members voted for.

Al-Jarba, a 44-year-old lawyer with a law degree from Beirut's Arab University, is from Syria's northeastern province of Hassakeh and is a member of the powerful Shammar tribe that extends into Iraq. He was a little-known anti-Assad figure before Syria's civil war though he was detained in March 2011 ? days after the uprising against Assad began. It was his second arrest, following one in 1996 when he was held for two years because of anti-government activities.

After his release, al-Jarba left Syria in August in 2011 and became active in the opposition. He is close to secular politician Michel Kilo's Democratic Bloc, which recently joined the SNC. Al-Jarba could not be immediately reached for comment after his election Saturday.

An SNC statement quoted him as saying that his priorities will be "to follow-up on the situation inside Syria, especially in Homs," and that "all efforts should be in this direction."

But even with al-Jarba's election, it is unclear if the SNC can overcome deep divisions among its politicians.

Also, the council has in many ways become irrelevant to rebels battling regime troops in Syria, despite its appointment in March of Ghassan Hitto as head of an interim government meant to administer areas seized by the rebels. So far, Hitto has not formed a Cabinet.

The vote in Turkey came as the U.S. and Russia hope to bring the warring sides in Syria together at an international conference in Geneva. The SNC said recently it will not attend the Geneva talks unless they are about Assad handing over power.

In Washington, State Department spokeswoman Jen Psaki said the U.S. welcomed al-Jarba's election and would work with him "to prevent the total collapse of Syria into chaos."

The U.S. also urged the Syrian opposition to unite, Psaki said, adding that a "united opposition is essential to achieve a negotiated solution."

Assad has repeatedly dismissed his political opponents as foreign-directed exiles who don't represent the people of Syria. The president also has shrugged off international calls to step down, saying he will serve the rest of his term and may consider running for another one in next year's presidential elections.

In Syria, meanwhile, government troops gained ground in the rebel-held Khaldiyeah district of Homs. The push was the first significant gain in the city for Assad's forces. Government troops have been waging an eight-day campaign to seize parts of the central Syrian city that has been in rebel hands for more than a year.

Tariq Badrakhan, an activist based in the neighborhood, said government troops used rockets, mortars and cannon fire to flush out the area's "first line of defenses" on Friday evening. The offensive continued Saturday morning, he said via Skype, as explosions were heard in the background.

"We feel like they are shaking the sky," Badrakhan told The Associated Press.

Another activist said eight rebels were killed in the fighting. He requested anonymity because rebels have accused him in the past of damaging their morale by reporting their casualties. He could not confirm that government forces had entered Khaldiyeh but said the report was consistent with the fighting he was following there. State-run media said government forces had seized buildings in the nearby Bab Houd area.

Fighting also continued Saturday in the northern city of Aleppo, a crucial stronghold for the rebels, as well as the Damascus suburb of Qaboun.

The Syrian conflict, which began with months of peaceful protests against the Assad regime more than two years ago, deteriorated into an all-out civil war after a violent government crackdown.

Government forces, sometimes backed by fighters of the Lebanese Shiite militia Hezbollah, have recently launched a major countrywide offensive to reclaim territory lost to rebels, who operate in chaotic groups with ideologies ranging from secular to hard-line Islamic extremists. Hard-line Sunni Muslims from other countries have also joined the fighting.

The fighting in Syria has increasingly taken on sectarian undertones as Assad enjoys support from many in his Alawite sect, an offshoot of Shiite Islam, while the rebels are mainly Sunnis.

Activists, who consider Homs "the capital of the revolution," say the regime wants to capture the entire city to include it in a future Alawite state stretching to the coast, where many believe Assad would take refuge in a last resort.

In the vote in Turkey, the SNC also elected three vice presidents, including Mohammed Farouk Taifour, a senior official with Syria's Muslim Brotherhood. The other two vice presidents are Salem al-Muslit and prominent opposition figure Suhair Atassi. Badr Jamous was voted in as the SNC's secretary general.

Pie, he argues, is neither tasty nor practical, and he regards its revered status as the most patriotic pastry ridiculousness. His original rant is printed below.

It goes like this: You're sitting at a large picnic in early summer?plastic forks, burgers, corn in your teeth?when someone leaves the table and returns with a large pan. "I brought a pie," he says, setting it down in front of you. A spatula emerges. People coo. This is the start of an unpleasant afternoon.

The pie, because it is a pie, does not so much "slice" as volcanically erupt under the pressure of the knife, oozing its livid fluid everywhere; your own piece, when it comes, is a miniature apocalypse of broken pastry parts and heat-blitzed fruit. You contemplate what now looks like a slice of jammy toast that has been soaked in milk for half a day and masticated by a dog. You work your fork into the only structure still intact, the woody, crenulated crust, beating and twisting this bumper of dough against each leverageable surface on your plate, trying to break it up. Your fork loses a prong. Abandoning all hope, you finally drive your broken-fork-with-giant-crust-piece through the mire of sloppy dough and heft the entire, dripping mass into your mouth. "Mmm," someone says. "Isn't it so great to have pie?"

America, let's be honest on this point: It is not so great to have pie. For decades now, this confection of fragile dough and chunky cooked fruit has been invading our dessert menus and national mythology, trying to persuade us of its honored standing among baked goods and the gods. Pie is delicious, we are told. Pie is an honest treat. Pie is what we call those who are dear to us ("sweetie pie") and those with a place in the nation's history ("American as"). In an age of gruesome culture wars, pie remains temperamentally Swiss, doing business with all quarters and reaping the rewards of broad acceptance. Former Chairman of the Republican National Committee Michael Steele pointed to pie to represent his party's ideation of a national assimilated culture. Foodies in the unassimilated hipster capitals of San Francisco and New York, meanwhile, claim pie just as much as their own. When Mary-Louise Parker showed up in an urbane Esquire spread wearing nothing but a pink apron and a veil of irony, she was not, it is worth noting, carrying a tray of popovers.

Pie's relative position in the pantheon of dessert cookery has only risen lately, partly because it is apparently invulnerable to alarm about the oversweetening of America. Although the White House is bullish about cutting sugar and fat from school lunches, the Obamas become bears in honey when things turn to the matter of pie. ("Whatever pie you like," the president enthused of his pastry chef, "he will make it and it will be the best pie you have ever eaten.") How bad for you could something that literally leaks fruit be? True to the spirit of these times, household wholesomeness doyenne Martha Stewart has released a new book of pie recipes, dovetailing with this year's a la modeseason; this month also brings the publication of Lynne Hinton's novel Pie Town, the story of a New Mexico community whose?openness has faded with its great days of pie baking. The good folks at McDonald's, who purvey a turnover that would much like to be pie, call the dessert "the tradition you love to uphold." Note there's no question mark in that description. Pie, today, stands in the national imagination as proof of authenticity, tradition, humanness, good faith.

(AP) ? Samsung Electronics Co. reported record quarterly profit Friday but its shares tumbled on doubts its mainstay smartphone business can maintain rapid growth.

Samsung Electronics Co. on Friday estimated its April-June operating profit at a record high of 9.5 trillion won ($8.3 billion). That is a 47 percent jump from a year earlier and 8 percent growth from the previous quarter.

But it fell short of forecasts by analysts who held higher expectation for the world's largest smartphone maker.

Analysts surveyed by FactSet, a financial data provider, forecast operating income of 10.2 trillion won on average. Samsung shares dropped nearly 4 percent in Seoul.

Samsung said sales grew 20 percent to 57 trillion won ($50 billion).

Sales of the latest iteration of Samsung's flagship smartphone, the Galaxy S4, hit 10 million units in May, less than a month since its debut. Sales of the S4 hit the 10 million mark about 20 days faster than the previous model.

Analysts say high marketing costs probably weighed on Samsung's mobile business despite the robust sales in the first month.

"Because of the marketing costs, the telecommunications business was probably weaker than expected," said CW Chung, an analyst at Nomura Financial Investment in Seoul. "Semiconductor and other businesses seem to have improved from the previous quarter."

The popularity of Galaxy smartphones has fueled Samsung's year-long string of record quarterly earnings.

But worries have emerged that Samsung's profit growth will slow as developed countries, which are the biggest buyers of high-end phones, near a smartphone saturation point.

It has become harder to impress buyers with new features in upgraded models as most smartphones offer similar functions. Fewer wow factors in new smartphones mean people will not upgrade as quickly as they did when the devices were still a novelty, forcing device makers such as Samsung to spend more on splashy advertising and marketing.

South Korean telephone companies reduced subsidies for new phones this year, which contributed to weaker Galaxy S4 sales in Samsung's home market and higher marketing spending for the handset maker, said Seo Won-seok, an analyst at Korea Investment & Securities.

Another concern is that Samsung is increasingly relying on its mobile business for growth. Samsung's division that makes and sells mobile phones, tablet computers and cameras contributed 75 percent of its operating income in the first quarter of this year. Analysts surveyed by FactSet said 60 percent of Samsung's second-quarter sales likely came from the mobile business.

The South Korean company will announce net income and details of quarterly financial results later this month.

Ford's New Prototyping Machine Turns Sheet Metal Into Custom Parts

A modern assembly line can churn out a new vehicle every few minutes, but when carmakers want to build and test a prototype, it takes weeks to produce the dies and moulds needed to stamp out a custom one-off part. So Ford has developed a fantastic new prototyping machine that functions kind of like a 3D printer in that it can produce a custom part in mere hours. Except that instead of plastic, it works its magic on sheet metal.

Three-dimensional models from a designer's modelling software are sent to the machine, which uses a pair of robotic arms mounted above and below a flat piece of sheet metal. The robotic arms feature very precise points at their ends, which are used to warp, bend, and shape the 2D sheet of metal into a 3D object. And depending on the complexity and size of the part being prototyped, it can do this in mere hours.

It allows designers and engineers to refine, produce, and test a new or custom part again and again in a manner of days, without having to solely rely on software simulations. And while in its infancy the machine isn't quite fast enough to join an assembly line, it's the perfect tool for crafting one-off concept vehicles, or parts for special edition vehicles that aren't intended for mass production. Changes urged after 5 near airline collisions

WASHINGTON (AP) ? Five near collisions ? four of them last year ? involving airliners that aborted landings prompted the National Transportation Safety Board to call Monday for changes in air traffic control procedures.

In a letter to the Federal Aviation Administration, the board said aborted landings are placing planes on converging flight paths, forcing pilots to execute evasive maneuvers at a low altitude to avoid a potential collision.

The board cited four such near collisions last year: two in Las Vegas, and one each in New York and Charlotte, N.C. There was also a similar near collision in Las Vegas in 2006. In each case, the pilot of at least one of the planes swiftly changed course to avoid a possible midair collision.

The FAA regulates safety and operates the national air traffic control system, while the board investigates accidents and safety incidents.

Aborted landings are not uncommon and can occur for many reasons, but such sudden changes in course can create the danger one plane will fly into the path of another plane that's taking off or landing.

McCarran International Airport in Las Vegas is especially at risk for such incidents because of runways that are angled so that the flights paths of planes taking off simultaneously can cross. In one of the incidents at McCarran on July 30, 2012, a Spirit Airlines Airbus A319 and a Cessna Citation 510 came within 100 feet vertically and about 1,000 feet laterally before the pilot of the smaller Cessna four-seater changed course to avoid the airliner. The airliner executed the aborted landing.

In another incident on the same day at John F. Kennedy International Airport in New York, an American Airlines Boeing 737 aborted a landing at the same time as a Pinnacle Airlines regional jet was taking off. The two planes were being handled by different air traffic controllers using different radio frequencies. The two planes came within about 1,600 feet laterally and 300 feet vertically.

In a third incident the same month in Charlotte, N.C., an Expressjet regional jet was executing an aborted landing at the same time an Air Wisconsin regional jet was taking off. The two planes were being guided by different controllers. The controller handling the Air Wisconsin flight alerted the pilot to the conflict with the other plane, but gave no instructions on how to avoid the potential collision. The two planes passed within less than 800 feet laterally and 400 feet vertically of each other.

A fourth incident occurred when a JetBlue Airbus A320 aborted a landing at McCarran on April 26, 2012, at the same time a Mexican-registered Learjet 60 was taking off. The JetBlue pilot turned sharply to avoid the Learjet, while the Learjet pilot initiated a rapid climb to avoid the airliner. Radar data showed the climb rate at 6,000 feet per minute immediately after departure. In radio transmissions from the pilot, the airplane's stick-shaker, a cockpit safety system, can be heard in the background warning the pilot of an imminent stall.

The only warning from the controller to the Learjet pilot was to "go low," but by the time the instruction was issued, the plane was climbing at a high rate and the pilot was unable to comply. The planes came within less than 1,600 feet laterally and 100 feet vertically of each other.

Another McCarran incident cited by the board occurred on Jan. 27, 2006, between a United Airlines Airbus A320 that was instructed by controllers to abort a landing because of a potential conflict with a Beechcraft BE200, a twin-engine turboprop. While attempting to circle around, the United plane nearly collided with an American Airlines Boeing 757 that was taking off.

The United pilot made "made an evasive turn to the right to avoid a potential collision, reportedly banking as much as 40 degrees to avoid crossing" the flight path of the American plane, the board said. The American plane also made a slight left turn away from the other plane.

Afterward, the United flight crew told investigators that "the tower controllers did not seem to have clear procedures for separating aircraft in the event of a go-around (aborted landing) and may not have had the same perception of an impending collision that they (the crew) did," the board's letter said.

The FAA said in a statement that the agency has "thoroughly investigated the incidents and took aggressive steps to address the causes."

"The FAA takes NTSB recommendations very seriously and will respond to the board within 90 days," the statement said.

Among the actions the agency has taken at McCarran is placing more air traffic managers on duty whose aim is to focus on conflicting flight paths, according to an FAA official who wasn't authorized to speak publicly and asked not to be named. The agency also is testing several new technologies aimed at alerting controllers to the potential for such collisions, the official said.

Obama calls on neighbours to stop fuelling Congo conflict

DAR ES SALAAM (Reuters) - U.S. President Barack Obama on Monday called on states around the Democratic Republic of Congo's eastern region to stop fuelling conflict there and implement a peace deal.

After 11 nations signed the peace agreement, the United Nations started deploying an intervention force, MONUSCO, to neutralise armed groups in the mineral-rich area that has been racked by conflict for years and is desperately underdeveloped.

But a U.N. experts report seen by Reuters last week said military officers from Rwanda and Congo were fuelling violence in the region by supporting rival groups, despite the U.N.-brokered deal signed in February.

Rwanda has repeatedly denied meddling. Earlier accusations that it was backing rebels prompted a halt in some Western aid.

"The countries surrounding the Congo, they've got to make a commitment to stop funding armed groups that are encroaching on territorial integrity and sovereignty of Congo," Obama told a news conference in Tanzania, the last leg of an Africa tour.

"They've signed on a piece of paper, now the question is whether they follow through," he said. "Countries surrounding Congo should recognise that if the Congo stabilises, that will improve the prospects for their goals and their prosperity."

The U.N. report said the M23 rebels continued to recruit fighters in Rwanda, helped by sympathetic Rwandan officers.

It said elements of Congo's military had cooperated with a Rwandan Hutu rebel group against the M23, a Tutsi-dominated rebellion of former Congolese soldiers that has demanded political concessions from President Joseph Kabila in Kinshasa.

Obama said he had discussed with President Jakaya Kikwete of Tanzania, which has contributed to the U.N. intervention force, "how we can encourage all the parties concerned to follow through on commitments they've made".

"That means, for example, President Kabila inside Congo, he has to do more and better when it comes to dealing with the DRC's capacity on security issues and delivery of services," the U.S. president said at the joint news conference with Kikwete.

"We are prepared to work with the United Nations, regional organisations and others to help him build capacity," he said, adding that ultimately it was in the "self-interest" of regional countries to act to end the conflict.

"We can't force a solution on to the region. The people's of the region have to stand up and say that enough, it's time to move forward in a different way," Obama added.

Antarctic flood produces 'ice crater'

Scientists have seen evidence for a colossal flood under Antarctica that drained six billion tonnes of water, quite possibly straight to the ocean.

The cause is thought to be a deeply buried lake that suddenly over-topped.

Satellites were used to map the crater that developed as the 2.7km-thick overlying ice sheet slumped to fill the void left by the escaping water.

The peak discharge would have been more than double the normal flow rate of London's River Thames, researchers say.

The location of the flood was Cook Sub-Glacial Lake (SGL) in the east of the continent, and the event itself occurred over a period of about 18 months in 2007-2008.

It was detected and described using a combination of data gathered by the now-retired US Icesat mission and Europe's new Cryosat platform.

The American spacecraft's laser altimeter first noted a drop in the ice-surface height associated with the slumping.

The European satellite's radar altimeter was then employed to map the shape of the crater that resulted.

Loch comparison

"The crater's a big feature," said Dr Malcolm McMillan from the UK's University of Leeds and lead author of a report in the journal Geophysical Research Letters.

"It covers an area of about 260 sq km, which is about the size of Edinburgh, and was as much as 70m deep," he told BBC News.

"We knew from the Icesat data there had been a big elevation change, but it's only now with Cryosat that we've been able to appreciate the true scale of what happened."

The geometry of the crater has enabled the team to gauge the volume of water involved in the outburst and the rate at which it was dispersed.

The group's upper estimate is 6.4 cubic km - very nearly as much as is stored in Scotland's famous Loch Ness.

At the peak of the flood, water would have been flowing away from Cook SGL at a rate of 160 cubic metres per second, the team says.

This dwarfs all previously reported sub-glacial "purge" events.

Water network

Cook is one of nearly 400 SGLs now recognised on the White Continent.

These "ghost" lakes are kept in a liquid state by heat rising from the rockbed below and from the pressure of all the ice pushing down from above.

Many of them appear to be linked through a network of rivers, alternately filling with waters from higher up in the hydrological system and then draining to lower elevations.

Understanding this behaviour is now a key quest for glaciologists.

Water on the underside of the ice sheet will lubricate its movement. Computer models that want to simulate how Antarctica will react to future changes in the climate have to take this effect into account.

It is not clear at the moment from where Cook is being replenished - the data shows the floor of the ice cater to be rising currently - but when it over-tops, the lake's waters may run all the way to the coast to enter the ocean under the floating Cook Ice Shelf.

"Further downstream, there was an inflation of the ice," explained team-member Hugh Corr from the British Antarctic Survey. "But whether all that water reaches the ocean, or re-freezes onto the underside of the ice, or even melts more ice with its heat - we just don't know. It will, though, change the lubrication."

Mass loss

Certainly, six billion tonnes of water that was previously stored on land would be a lot to lose to the ocean in a short time.

At present, Antarctica is losing mass at a rate of between 50-100 billion tonnes a year, helping to raise global sea level. This study suggests that a not insignificant fraction of this mass loss could be due to flood events like that seen at Cook SLG.

"This one lake on its own represents 5-10% of [Antarctica's] annual mass imbalance," said Leeds co-author Prof Andy Shepherd.

"If there are nearly 400 of these sub-glacial lakes then there's a chance a handful of them are draining each year, and that needs to be considered," he told BBC News.

The Geophysical Research Letters paper is the first to be published with Cryosat's altimeter instrument operating in Synthetic Aperture Radar interferometric (SARin) mode.

This sees the spacecraft use two antennas offset by about a metre to listen for the return echo of its radar pulse.

It allows the instrument to judge the angles of return, to sense better the shape of the ice below. This provides far more reliable information on slopes and ridges.

Prof Helen Fricker from the Scripps Institution of Oceanography was not involved in the research. She told BBC News: "These exciting results show the potential of the Cryosat mission data to reveal the topography of the Antarctic ice sheet in exquisite detail, which will enable us to learn more about important ice sheet processes.

"The lake drainage event reported here was quite staggering in its size and the 3D image we got of the crater in the surface after the lake drained is unprecedented."
